Decree 563/2025: Elimination of Export Duties and Regulatory Update for the Mining Sector

On August 7, 2025, the National Government published Decree 563/2025 in the Official Gazette, setting the Export Duty (DE) rate at 0% for 231 tariff positions related to the mining sector. This includes products from metallic and non-metallic mining, construction materials (rocas de aplicación), mineral fuels, and precious and semi-precious stones.
The measure, which comes into effect today, aims to enhance competitiveness, attract investment, and promote sustainable productive development.
However, lithium and silver are excluded from the benefit and will continue to be subject to a 4.5% export duty.
Additionally, the decree repeals the Special Optional Copper Export Regime, which had never been implemented, thereby contributing to a simplification of the current regulatory framework.
The Executive Branch justifies this decision based on the strategic potential of the mining sector, currently ranking as the fifth-largest export complex in Argentina, with significant room for growth, job creation, and local value addition.


Decreto 563/2025: Eliminación de retenciones y actualización normativa para el sector minero.

El Gobierno Nacional publicó el Decreto 563/2025 (B.O. 07/08/2025), mediante el cual fija en 0% el Derecho de Exportación para 231 posiciones arancelarias mineras, incluyendo productos de la minería metalífera y no metalífera, rocas de aplicación, combustibles minerales y piedras preciosas y semipreciosas.
La medida, que entra en vigencia hoy, tiene como objetivo mejorar la competitividad, atraer inversiones y promover un desarrollo productivo sostenible.
No obstante, el litio y la plata quedan excluidos de esta reducción y mantienen una alícuota del 4,5%.
Asimismo, el decreto deroga el Régimen Especial Optativo de Exportación de Cobre, que nunca llegó a implementarse, lo que contribuye a simplificar el esquema normativo vigente.
El Poder Ejecutivo fundamenta esta decisión en el potencial estratégico del sector minero, que actualmente representa el quinto complejo exportador del país, con alto potencial de crecimiento, empleo y agregado de valor local.
